How to Avoid Distractions - Participant Guidebook Page 61 It is against the law to use a cell phone while driving unless the driver is using a hands-free device. Learners permit holders and 16 and 17 year-old licensed drivers may not use any mobile electronic device including a cell phone, even hands-free. The exceptions where a cell phone or mobile electronic device may be used, by a driver of any age, is an emergency situation, when contacting an emergency response operator, a hospital, physician's office, health clinic, ambulance company or fire or police department. Safe Following Distance - Participant Guidebook Page 64 It is required that every driver maintain a reasonably safe distance between their vehicle and the one that is in front of them taking into account the speed of the others vehicle, weather, road and traffic conditions and other factors. Connecticut recommends a three-second following distance, increasing to four seconds in special situations such as unfavorable road conditions due to weather. Turning at Intersections - Participant Guidebook Page 68 Drivers must use their turn signal at least 100 feet before making a turn. An officer can ticket a driver for waiting to turn left in an intersection if they are obstructing traffic. When making a left-hand turn from a two-way street to a one way street with two lanes, the driver must turn into the most extreme left-hand lane available. It is illegal to turn right on red from the inside lane of multiple right turn lanes. It is illegal to make right turn on a solid red arrow. It is illegal to make a left turn from a two-way street to a one-way on a solid red light. It is illegal to make a left turn from a one-way street to another one-way on a solid red light. U-Turns – Participant Guidebook Page 69 Drivers may not make a U-turn when the vehicle cannot be seen by a driver from either direction at a distance of 500 feet. Merging – Participant Guidebook Page 70 Drivers of a vehicle entering a roadway shall yield the right-of-way to all vehicles approaching on the roadway that constitute a hazard. Handicapped Parking – Participant Guidebook Page 74 Eligible persons with disabilities may apply for a special parking placard or license plate which grants the person the privilege to park in designated spaces. A vehicle must display a valid parking decal, special license plate, special certificate, or temporary special certificate in order to park in designated persons with disabilities parking spaces. Driving in Rain, Snow, Fog, Smoke, Dust and Other Conditions – Participant Guidebook Page 75-77 When you turn on your windshield wipers, headlights must be used. Drivers must turn on their headlights if visibility is less than 500 feet.
