Page 3 of 4 AARP Driver Safety Smart Driver™ Course State-Specific Information D20685 – October 2025 FLORIDA Driving in Rain, Snow, Fog, Smoke, Dust and Other Conditions – Participant Guidebook Page 75-77 • Drivers must display headlights during rain, smoke, and/or fog. Parking or running lights do not meet this requirement. • Drivers must use windshield wipers in heavy fog. If the fog or smoke becomes so thick that a driver cannot see well enough to keep driving, they should pull all the way off the pavement, stop, and turn on the emergency flashers. • Generally, drivers should not use emergency flashers when driving as they should only be used when stopped or broken down. However, Florida does allow drivers to legally use their hazard lights on roads with speed limits at or above 55mph in "extremely low visibility" conditions such as heavy rain, fog or smoke. Sharing the Road with Emergency Vehicles – Participant Guidebook Page 82 • When drivers encounter a parked emergency vehicle on the shoulder of any portion of a highway, with its emergency lights activated, drivers must move out of the lane closest to the emergency vehicle, except when otherwise directed by a law enforcement officer. On parkways, interstates and other controlled access roads with multiple lanes, drivers must move out of the lane nearest to the emergency vehicle, unless prevented from doing so. • The driver should slow to a speed that is 20 miles per hour less than the posted speed limit or travel at 5 miles per hour when the posted limit is 20 miles per hour or less, on a two-lane road, except when otherwise directed by a law enforcement officer. • Drivers must yield the right-of-way to emergency vehicles using sirens and flashing lights. Sharing the Road with School Buses – Participant Guidebook Page 82 • On a two way street or highway, all drivers moving in either direction must stop for a stopped school bus which is picking up or dropping off children. • Drivers must remain stopped until all children are clear of the roadway and the bus stop arm is withdrawn. • If the highway is divided by a raised barrier or an unpaved median at least five feet wide, drivers do not have to stop if moving in the opposite direction of the bus. • Passing a school bus on the side that children enter and exit when the bus displays a stop signal is a moving violation and is subject to a mandatory hearing. Sharing the Road with Motorcycles – Participant Guidebook Page 83 • Drivers may not share a lane with a motorcycle. • Any driver involved in a crash causing serious injury to a motorcyclist must remain at the scene. Failure to do so is a felony. • Drivers of motor vehicles should be aware of motorcyclists and should maintain more than a four- second buffer zone and should increase the space when there are bad road conditions. Sharing the Road with Bicycles – Participant Guidebook Page 84 • When passing a bicyclist, drivers must maintain a distance no less than 3 feet from the bicyclist. • Any driver involved in a crash causing serious injury to a bicyclist must remain at the scene. Failure to do so is a felony.
