Construction Signs and Construction Zones - Participant Guidebook Page 49 • Drivers must follow a flagger's directions. • Reduced speed limits in work zones are enforceable even if no workers are present. • There is a mandatory surcharge fine (depending whether the violation occurred in a city or town/village) in addition to the original fine for speeding in a construction zone. Fines are doubled in work zones. Railroad Grade Crossings - Participant Guidebook Page 56 • It is illegal to attempt to drive around a lowered railroad crossing gate. • Drivers may cross railroad tracks only at designated crossings. • Drivers must stop at least 15 feet from the nearest rail of a railroad track. • It is illegal to pass another vehicle within 100 feet of a railroad crossing. • It is illegal to park within 50 feet of a railroad crossing. UNIT 4 – Are We Smart on the Road? How to Avoid Distractions - Participant Guidebook Page 61 • Drivers are forbidden from using a electronic device or hand-held mobile telephone to make a call or send a text or an email while driving. If drivers use a hand-held mobile telephone while driving, except to call 911 or to contact medical, fire, or police personnel about an emergency, or use a device to text or send email, they can receive a traffic ticket and pay a fine and surcharge as described below. • The number of points assessed for convictions for violations involving the use of a mobile phone or involving the use of an electronic portable device (i.e. texting device) has been increased from three (3) to five (5) points. • Penalties increase in fine payment with each offense. Offenses are compounding if they are within 18 months of one another. • Drivers on probation or those with learners permits who violate this law will have their license suspended for a period of time following their first offense or at least one year following a second offense. Safe Following Distance - Participant Guidebook Page 64 • New York recommends that drivers allow a space of two seconds between them and other vehicles. Turning at Intersections - Participant Guidebook Page 68 • Drivers may make a right turn at a steady red light but must first come to a complete stop and yield the right-of-way to oncoming traffic and pedestrians. • Drivers may make a left turn at a steady red light when turning from a one-way road onto another one- way road but must first come to a full stop and yield the right-of-way to oncoming traffic and pedestrians. • Turning at a red light in New York City is not allowed unless a sign is posted permitting such a turn. • Drivers must use turn signals to signal their intention to turn at least 100 feet from the beginning of the turn.
