How to Avoid Distractions - Participant Guidebook Page 61 • Texting while driving is banned for all drivers, regardless of age. • Drivers younger than 18 are also banned from talking on cell phones. Drivers 18 or older are allowed to use hands-free mobile devices to talk. • There is a handheld ban for all drivers, including while stopped at an intersection or traffic light. Safe Following Distance - Participant Guidebook Page 64 • A safe following distance must be reasonable and prudent. This means adjusting your speed to the surrounding traffic, condition of the road and speed of the vehicle you are following. Hawaii recommends a two-second following distance. Turning at Intersections - Participant Guidebook Page 68 • Drivers must use their turn signal at least 100 feet before making a turn. • An officer can ticket a driver for waiting to turn left in an intersection if they are obstructing traffic. • When turning left from a two-way street to a one-way street, drivers are allowed to turn into the most extreme left-hand lane available. • It is legal to turn on red from the inside lane of multiple right turn lanes if it is safe to do so and there are no signs prohibiting. • It is illegal to make right turn on a solid red arrow. • It is illegal to make a left turn from a two-way street to a one-way on a solid red light. U-Turns – Participant Guidebook Page 69 • Drivers may not turn around on a freeway. Merging – Participant Guidebook Page 70 • When the entrance lane is clear, drivers must use their turn signal to indicate their intention to merge. Drivers must then increase the speed of their vehicle to match that of the freeway traffic. Handicapped Parking – Participant Guidebook Page 74 • Drivers cannot park in a handicapped space without the proper placard or license plate. Driving in Rain, Snow, Fog, Smoke, Dust and Other Conditions – Participant Guidebook Page 75-77 • The driver's manual indicates that low beam head lamps should be used in rain and fog. Sharing the Road with Emergency Vehicles – Participant Guidebook Page 82 • On any undivided highway on which an emergency vehicle approaches with its lights and siren on, all traffic shall yield to the right, clear of any intersection, and shall stop. • If an emergency vehicle is stopped on the shoulder of a freeway with its flashing lights on, drivers should take precaution by reducing their speed and moving over a lane if possible.
