Handicapped Parking – PG Page 82 – IM Page 4.42 • Drivers cannot park in a handicapped space without the proper placard or license plate. Drivers are also prohibited from blocking access to a handicapped space. Driving in Rain, Snow, Fog, Smoke, Dust and Other Conditions – Participant Guidebook Page 77 • The roads on Guam are built with coral aggregate and are extremely slippery, especially when wet. Drivers should proceed with caution. • Drivers should turn their headlights on in heavy rain. • In the rain, Guam recommends that drivers keep one car length per 10 miles per hour between them and the car in front of them. • Drivers must use headlights when visibility is reduced to 500 feet.
