This means adjusting your speed to the surrounding traffic, condition of the road and speed of the vehicle you are following. Arkansas recommends a two-second rule. Turning at Intersections - Participant Guidebook Page 68 • Drivers must use their turn signal at least 100 feet before making a turn. • It is illegal to make right turn on a solid red arrow. • When making a left-hand turn from a two-way street to a one way street (two-lane), the driver must turn in to the most extreme left-hand lane available. • It is illegal to make a left turn from a two-way street to a one-way on a solid red light. U-Turns – Participant Guidebook Page 69 • Drivers may not make a U-turn except through an opening provided for such purpose. Merging – Participant Guidebook Page 70 • It is permissible for a vehicle making a left turn from an intersecting street or driveway to use a center left-turn lane to merge into traffic. • Drivers of a vehicle entering a roadway shall yield the right-of-way to all vehicles approaching on the roadway that constitute a hazard. Handicapped Parking – Participant Guidebook Page 74 • A vehicle can only be parked in a handicap parking space only if the vehicle is then being used to transport or is being operated by the person to whom the handicap license plate or placard was issued. • A vehicle must display a valid parking decal, special license plate, special certificate, or temporary special certificate in order to park in designated persons with disabilities parking spaces. Driving in Rain, Snow, Fog, Smoke, Dust and Other Conditions – Participant Guidebook Page 75-77 • In some areas where there is a lot of icy weather, special studded tires are allowed. Because these tires can cause road damage, in Arkansas such tires are only allowed to be used during the period from November 15 of each year until April 15 of the following year. It is illegal to use metal studded tires with studs protruding more than one-sixteenth inch from the surface of the rubber tread. • Headlights must be turned on in daytime when visibility is reduced to 500 feet or less, or when windshield wipers are in use. Sharing the Road with Emergency Vehicles – Participant Guidebook Page 82 • If an emergency vehicle is stopped on the shoulder of a freeway with its flashing lights on, the driver must move to farthest lane. If it is not possible to change lanes, the driver must reduce their speed and be prepared to stop. • On any undivided highway on which an emergency vehicle approaches with its lights and siren on, all traffic shall yield to the right, clear of any intersection, and shall stop.
