How to Avoid Distractions - Participant Guidebook Page 61 • Drivers are prohibited from writing, sending, or reading text messages while driving unless equipped with a hands-free device. This law does not apply to individuals who are reporting an emergency. Safe Following Distance - Participant Guidebook Page 64 • A safe following distance must be reasonable and prudent. This means adjusting your speed to the surrounding traffic, condition of the road and speed of the vehicle you are following. South Carolina recommends a three to four-second following distance. Turning at Intersections - Participant Guidebook Page 68 • Drivers must use their turn signal at least 100 feet before making a turn. • An officer can ticket a driver for waiting to turn left in an intersection if they are obstructing traffic. • When turning left from a two-way street on to a one-way street (two lane), drivers must turn into the most extreme left-hand lane available. • It is legal to turn on red from the inside lane of multiple right turn lanes if the driver is turning from a one-way street to another one-way street and there are no signs prohibiting it. • It is illegal to make a left turn from a two-way street to a one-way on a solid red light. U-Turns – Participant Guidebook Page 69 • Drivers may not make a U-turn unless it can be made safely and without interfering with other traffic. • Drivers may not make a U-turn unless the vehicle can be seen in either direction at a distance of 500 feet. Merging – Participant Guidebook Page 70 • Drivers entering a highway must yield the right-of-way to all vehicles on the highway. Handicapped Parking – Participant Guidebook Page 74 • Drivers with disabilities must display either a special registration plate or certificate to park in designated persons with disabilities parking spaces. Driving in Rain, Snow, Fog, Smoke, Dust and Other Conditions – Participant Guidebook Page 75-77 • Drivers must turn on their headlights if they are using their windshield wipers. • Drivers must turn on their headlights if visibility is less than 500 feet. • Drivers may use tire chains of "reasonable proportions" when required for safety because of snow or ice.
