How to Avoid Distractions - Participant Guidebook Page 61 • It is illegal to text while driving. This also includes things like e-mailing and browsing the internet. The only exception is to communicate with a law enforcement official or other emergency services. • Drivers are prohibited from using any hand-held interactive mobile device (IMD) while operating a motor vehicle, even when temporarily stopped in traffic, at a red light, or during other momentary delays. The law covers smartphones, tablets, laptops, and similar devices used for calling, texting, emailing, browsing, gaming, taking photos, video recording, or social media. Police can stop and give a warning or fine solely for violating this law. Safe Following Distance - Participant Guidebook Page 64 • A safe following distance must be reasonable and prudent. This means adjusting your speed to the surrounding traffic, condition of the road and speed of the vehicle you are following. Pennsylvania recommends a four-second following distance. Turning at Intersections - Participant Guidebook Page 68 • Drivers must use their turn signal at least - 100 feet before making a turn if driving less than 35 miles per hour and 300 feet if driving more than 35 miles per hour. • When turning left from a two-way street on to a one-way street (two lane), drivers must turn into the most extreme left-hand lane available. • It is legal to turn on red from the inside lane of multiple right turn lanes if it is safe to do so and there are no signs prohibiting. • It is illegal to make a left turn from a two-way street to a one-way on a solid red light. U-Turns – Participant Guidebook Page 69 • Drivers may not make a U-turn where the vehicle cannot be seen by the driver of another vehicle approaching in either direction at a distance of 500 feet. Merging – Participant Guidebook Page 70 • Drivers shall always yield the right-of-way to vehicles which are already on the road in which the driver is merging onto. Handicapped Parking – Participant Guidebook Page 74 • The vehicle parking with the permit must be operated by or for the transportation of a disabled person. • A placard can only be displayed while the vehicle is parked and not while the vehicle is in operation. • Special parking privileges are available for individuals with certain disabilities. Those whose disability is certified by a health care provider as being a permanent disability may be eligible for a Persons with Disability Registration Plate or a permanent Persons with Disability Parking Placard. Those whose disability is temporary may be eligible for a temporary Persons with Disability Parking Placard.
